The Existing Problems Countermeasures In The NPC Deputies' Proposals Management In H City,Zhejiang Province

From the perspective of social organization,supervision management is categorized into management science that promotes the administrative execution of government and ensures the effective implementation of various policy decisions by supervision,inspection,and assessment,playing a growing significant role in the specific affairs concerning multiple fields across the whole country.However,with the dynamic development of China's economy and society,the original supervision management theory has been unable to gear into the new requirements of administrative affairs management under the new context,which is manifested in the lack of supervision institutions,the formalistic management functions,the ineffective supervision process.These shortcomings are exposed particularly in the process of NPC deputies' proposals,which also leads to the inefficiency in handling these proposals and the unsatisfied results far from the expectations of NPC deputies.It not only affects NPC deputies' performance in conformity with legal provisions but also widens the distance between the government and the masses,as well as impairing the credibility of the government.Based on the above problems and aimed at solving the problems exposed in the process of NPC deputies' proposal management due to the lack of supervision,this paper explored a supervision mechanism suitable for the current NPC deputies' proposal management through the analysis and research of relevant supervision theories,so as to boost the efficiency of NPC deputies',proposal management.Firstly,on the basis of investigation and analysis,this paper concluded that at present,the NPC deputies of H City in Zhejiang Province principally take the Election,Appointment,and Dismissal Working Committee regarding Deputies of the NPC Standing Committee,the Supervision Office of the Municipal Government and the specific undertaking departments as the main bodies,one-way transmission as the main process,and "result-directed supervision" as the main orientation.Meanwhile,it is pointed out that three problems exist in the management,namely,"the source emphasizes on quantity while the quality is neglected," "the process emphasized on the form while the efficiency is neglected" and"the result is emphasized on the short-term outcome,and the long-term effect is neglected".After further analysis,the conclusion is drawn on the lack of admission mechanism from the source,insufficient self-supervision of departments in the process,and the congenital deficiency of supervisory institutions,which are the specific causes of the problems in the management of NPC deputies' proposals;Secondly,it analyzed and studied the theoretical significance considering the implementation of bureaucratic governance model and the whole-process supervision management model,and elaborated on the feasibility of establishing hierarchical and whole-process supervision model in the NPC deputies' proposals management in light of the current work in H city;Finally,the paper put forward three specific countermeasures from the perspective of the bureaucratic whole-process supervision mechanism to optimize the system,that is,establishing specialized supervision institutions,constructing effective supervision mechanism and strengthening the results assessment.Furthermore,the shortcomings of this study are summarized,and the future research directions are put forward at the end section.
