Social Vulnerable Groups In China And Countermeasures For Assistance

Since reform and opening-up, with the setting-up of the socialist market economy system, the equalitarianism method of salary distribution is broken, residents' income gap is expanding constantly. People who are in inferior position in such aspects as economic income, social status, benefit safeguard , competitive power has appeared in the society, which is the so-called social vulnerable groups. After middle period of 1990s, the social question of vulnerable groups of our country showed especially and caused the extensive concern gradually. The emerging of a large amount of vulnerable groups has a historical reason, a realistic reason, and a reason of vulnerable groups themselves. On one hand, it's the centralized outburst of economical contradict accumulated in a long term. On the other hand it is the negative effect of the economic system reform and society transition .Moreover , it is even the results that vulnerable groups' own low cultural level, labor skills can't meet the need of reform and development.Great majority of the members of vulnerable group have ever contributed share for socialist construction. But they lost the position in the course of reforming .It is them who bear the cost of the reform. Though the vulnerable groups account for a small proportion' among all people, its absolute quantity is large. If the country and society can't meet basic life needs of this part of people, give them hope, make them share achievement of the reforming , reduce the quantity of vulnerable groups progressively, the stability of the whole society and sustainable development of economy will be influenced, and the reform will be unable to continue because of lacking support of the masses. So the whole society should care vulnerable groups, try every means to help them solve actual difficulty, and make them extricate themselves from a predicament gradually.The method of theory combined with reality, history unified with logic, innovation combined with inheritance is used to deeply research the questions, such as essential feature, population range, the producing reasons, the impact on social development of the vulnerable groups of ourcountry ,etc. On this basis, countermeasure is explored to aid the vulnerable groups of our country.The paper is made up of three major parts:The first part first defines the concept of disadvantaged groups again On the basis of drawing lessons from Chinese and foreign scholar' s definition of the vulnerable groups.Then the essential feature of vulnerable groups is summarized , and finally point out the population range that vulnerable groups include and the life state of them.The second part analyses the reasons causing the social vulnerable groups of our country systematically, which are summarized as three respects, namely historical reason, realistic reason and vulnerable groups' self reason. The analysis of reason that cause the appearance of vulnerable groups offer the reliable basis to aid the vulnerable groups effectively.The third part explore the aid countermeasure to the vulnerable groups on the basis of analyses of the previous two parts, namely developing economy, increasing employment; Strengthening government's macro adjustments and controls to income distribution; Perfect the social security system; Carry on law aid to the vulnerable groups; Launch employment service and train to vulnerable groups.
