Performance evaluation is a newly-born subject arising with the revolution of modern public management science. It is not only an advanced theoretic undertaking, but also a highly operational practice because of its close link with the daily management of public institution. This thesis, on the basis of the full-range analysis to the performance evaluation mechanism and the summarization and analysis of the basic theories regarding the performance evaluation of public institution, aims to bring forward a performance evaluation mode that accords with the general rules and the specific situations in the public institutions, and ultimately, to find out a way to enhance the performance evaluation and the service of the public institution of our country.This thesis falls into 7 parts:Introduction: This part is mainly about basic theories regarding the performance evaluation of public institution, causes and significance of this topic, current situations of its domestic and overseas studies, study methods, main conceptions, keystones, difficulties and innovation.Chapter 1: reform and performance evaluation. This part mainly deals with the problems existing in performance evaluation and relevant necessity and practicability. The two objectives for public performance, judgment-oriented objective and development-oriented objective are also mentioned in this part.Chapter 2: value standards and implementation means for performance evaluation of public institution. The five value standards: Economical, Effective, Efficient, Fair and Satisfactory, and the implementation means for the performance evaluation of public institution are discussed in this part.Chapter 3: subjects and matters of performance evaluation of public institution. Subjects and matters regarding performance evaluation are introduced in this part. Matters include the rules of choosing objects to be evaluated, classification of relevant objects, project design for evaluation andthe evaluation procedures.Chapter 4: indicators and basic means regarding performance evaluation of public institution. Six indexes including investment, energy, output, outcome, efficiency and benefit and productivity are discussed in this part. Evaluation on written standards, balance scorecard, management by objectives and other evaluation measures for the performance evaluation of public institution are also introduced in this part.Chapter 5: errors and relevant corrections in the performance evaluation. Reasons for errors in performance evaluation may be attributed to its intrinsic defects and the postnatal defects. This part then put forward measures and improvement plans to lessen errors.Chapter 6: effective implementation of performance evaluation of the public institution. This part brings forward several proposals regarding strengthening and consummating the performance evaluation system of public institution by carrying out exterior and internal management, so as to provide some suggestion to the performance evaluation of the public institution of our country.
