This article is a comprehensive and deep research on the China's "Going Global" strategy with further open up policy as guidance, which is based on the theory of FDI and the theory on government's role in development, combined with China's contemporary economic and social development situation.Although Chinese companies' multinational investment has made some achievements, it is still in the primary stage and faces many problems. First, this article illuminates government's necessity, possibility and urgency to promote "Going Global" strategy with its background, significance and theory of FDI . Secondly, it researches deeply on government's role in development with "The Competitive Advantage of Nations" and "Strategic Trade Policy" theories for reference, and points out our government's role to promote "Going Global" strategy. Thirdly, this paper introduces several foreign national experiences to promote domestic companies "Going Global" for our reference. The final chapter is about suggestion to our government, it emphasizes on both improve government's role and support system to companies.
