With the further development of economic globalization and integration, social development has become a universal problem of today's society, and also that of every government of the world, especially that of the Chinese government that is needed to solve urgently from the two angles: theory and practice.Great practice appeals for a great theory, at the same time, different theories will produce different practical results. China is the largest developing country, so not only do Chinese people concern about their own development, but also the world pay attention to it. Therefore ,China needs new social developmental theories as a guidance in the great practice of the China's socialist construction. Under these conditions, Jiang Zemin has raised the outlook as "the First Priority of Ruling a Country and Making it prosperous "."The First Priority", under the prerequisite of absorption of the western developmental theories, on the basis of summarization of the practice and experience home and abroad, has generalized its new connotations of mordern China's development, so it has striking and contemporary features. The outlook profoundly brings to light the dialectical relationship between development, administration and national flourishment, and shows that Chinese Communist government consistently regards development as its task, national flourishment as its goal, and the people's prosperity as historical sense and political responsibility. Thus, the raised theory has extremely important values of theory and practice, and offers a guidance for the China's future development.This essay starts with the temporal background and historical inevitability of "the First Priority ", and deeply analyzes its theoretical origins and practical basis, and then generalizes its scientific connotations and features. Finally the article expounds its theoretical and practical values. In conclusion, the outlook "the First Priority" is explored and discussed from multi-levels and multi-perspectives.
