With the changes of international stratagem situation, all leading martial states over the world have adjusted their military stratagems. They have put a great number of manpower, fund and materials into the development of high-grade, precision and advanced weapons for the digital war. So does our country.Different from other traditional projects, the national defensive advanced electronic armament projects have the following characteristics: high science and technology, large investment, risk-uncertainty, syntheses and monopoly. As a result of these particularities, the traditional evaluation methods couldn't evaluate the investment benefit of the national defensive advanced electronic armament projects any more.The enforcement of our national defensive projects shown that our government only considered the safety benefits, however, rarely concerned the economic benefits in the past. This kind of behavior made the tremendous waste in the process of the development of our defensive equipment manufacturing. Considering the backgrounds, this dissertation has the important theoretical and practical significance.Adopting the qualitative analysis methods, the dissertation analyzes the safety benefit and the economic benefit in depth, emphasizes the external economy and diseconomy generated by the national defensive advanced electronic armament projects. The external economy includes the positive influences on technological improvement, human capital and correlative industries, while the diseconomy consists of the negative influences as opportunity cost, extrusion effect and invalidation and losing control as a result of the investment.Conducting the quantitative analysis methods as input-output ratio and data envelop analysis, the dissertation evaluates our country's investment benefit resulting from the national defensive advanced electronic armament projects from 1985 to 2001, and then thoroughly analyze the problems existing in the process of our national defensive advanced electronic armament investment. Combining with the international and domestic stratagem situations in a few years, the author brings forward the suitable demand patterns for our national defensive advanced electronic armament projects in the future. On the basis of these demand patterns, the author establishes the scientific evaluation index-system for the national defensive advanced electronic armament projects and designs the correlative index and parameter. Finally, the author points out the difficulties and the shortages in the process of research.
