AbstractOn the setting of the new policy for developing private economy being brought out on the sixteenth congress of the Chinese Communist Party and on the basis of reviewing the process of the whole nation and Hei longjiang province 's private enterprises development, the author proposes the strategy for developing Heilongjiang province's private enterprises in the new period .Confronting the questions of Heilongjiang province's private enterprises that total scale is small; the intensive degree is low; the distribution between the urban and the rural is not reasonable ;the structure of the industry and trade is single ;the level of the management and earning is low, etc, the author puts forward the measurements for the government improving the private enterprises development. At the same time, as for the borne drawbacks of the household-owned enterprises' equity system, the government taking the measurements of distributing equity to the natural man, enriching the subjects of the equity and allowing common employee holding stock etc are very necessary .In addition, participating the system reform of state enterprises also can give the opportunity to rapidly expand the private enterprises. At present, the technological innovation of private enterprises should conc6ntrate on the cooperation with the enterprises and agencies having technological privilege.The innovation of the management of Human resourses and enterprise's cultural are the most important sides of enterprise management.
