In recent years, with the rapid development of the whole economy in China, thehuman resource management of grassroots administrative units needs to betransformed or upgraded according to the new situation and new development. Wehave to put more attention on issues that do not keep up with the development trendof grassroots administrative units, and improve them. Therefore, it is extremelyimportant, for the long-term development of governments, to find out the propermodel of human resource management, which satisfies the grassroots administrativeunits development positioning.This thesis analyzes and discusses in depth about the official human resourcemanagement issue of the grassroots administrative units, based on the advancedconcepts and tools of the modern human resource management, together with “TheCivil Servant Law”as well as its relevant laws and regulations as the legal basis. Bylearning the generation and development history of civil service system of China,and analyzing the current situation of the human resource management between thegrassroots administrative units and the enterprises, we try to figure out some keyproblems that are ignored or even missed in the process of carrying out the work ofhuman resources management at the present stage of grassroots administrative unitsin our Country.In addition, by taking the basic situation of the District Land Resources Bureauof Tianjin city in human resources management as an example, this thesis analyzesthe representative problems and their reasons of human resource management ingrassroots administrative units. Finally, we propose a few executablecountermeasures that can improve human resource management at the present stageof grassroots administrative units in our country, from the perspectives of thedevelopment concept, the legal management, and the main components of the humanresource, respectively.
