Plastic bags bring a lot of convenience to people's lives. But, at thesame time, they cause a serious waste of energy resources and “whitepollution”. The results not only affect the national health, but also affectthe sustainable development of the national economy. So, we mustcontrol white pollution and reduce the use of plastic bags. We must putthem on the agenda.It is more important for the city of Lhasa to carry out the "plasticlimit order" and control the “white pollution” well. In the Fifth TibetWork Forum held by the CPC Central Committee and State Council in2010, It is the clear goal to make Tibet into “one of the most significanttourist destination in the world". There is no doubt that Lhasa is the mostimportant station for the travelers to Tibet. Almost all visitors to Tibetwill go to Lhasa for sightseeing and pilgrimage. It is very important toimplement the policy of. It can not only reduce the destruction of theenvironment by the travelers in Lhasa, but also, protect the fragile plateauecological environment, maintain Lhasa's good image as the Holy city aswell.This paper is based on the implementation theory of public policyand the marketing theory of public policy, introduces the present situationof implementation on the "plastic limit order” in Lhasa, with the methods of literature research, questionnaire survey, interviews, observation andcomparative studies, etc. By contrast, the writer concluded the effects ofthe “plastic limit order” policy and the existing problems as well. Inaddition, the writer analyzed the reasons of the difficulties encountered inimplementation, including the policy itself, the implementation of themain body, the implementation of the object, and the substitutes. Basedon these, the writer put forward some nichetargeting and feasiblesolutions to the problems, such as enhancing the publicity of publicpolicy, improving public policy matching systems, enforcement of thepolicy, playing social groups' effects, and focusing on the supervision ofpolicy implementation.
