China National Materials Storage and Transportation Corporation (CMST) is the biggest enterprise of its kind in China. It was founded in 1962 and its general capital fund is almost worth 6,000 million yuan. It mainly deals with storage and transportation of goods in bulk, including metals, raw materials in chemical industry, mechanical and electrical products, etc.. It has 66 companies and branch organizations, of which it either owns all the capital or holds most or a certain amount of shares in more than 20 big and medium-sized cities and major trading ports. It has altogether more than 50 warehouses, taking up more than 12 million square meters, of which there are storehouses taking up more than 2 million square meters and open-air storage area taking up more than 4 million square meters. Large doorlike hoists are set up for each open-air storage area. There are more than 220 of them and more than 440 vehicles of all kinds. There are about 120 special-purpose railway lines adding up to 110 kilometers long in most of the warehouses.Since the regional economic development is not balanced in China, the geographical setup of CMST is not satisfactory. In the more economically developed coastal area in the east, the warehouse outlets are unevenly distributed. There is only one subcompany in Guangzhou in the area of the Zhujiang River Delta. The situation in the Yangtze River Delta is better, as there are four subcompanies, respectively located in Shanghai, Nanjing, Wuxi and Ningbo. However, there is no outlet in economic centers such as Suzhou and Hangzhou. The situation in the area of Beijing, Tianjin and Tanggu is the best. Similar problems exist in the other coastal areas, i.e. the transportation business lacks the support of enough outlets while we have our best customers in these areas. Therefore, the problem that urgently needs dealing with for CMST is how to work out a scientific and balanced distribution of its service outlets, and how to build up the outlets at the lowest expenditure and the highest speed.Taking CMST as its object of research, this dissertation aims at solving the problems that face CMST in the process of the development of its storage and transportation business, such problems as the unreasonable distribution of outlets, the ambiguousness of its service development strategies and methods. By working out the distribution of outlets, it tries to construct the basic framework of CMST network and to find the suitable strategies and methods in the network construction process.This dissertation is a typical case study. Based on the analyses of the internal and external environments that have restrictive effects on enterprise development, such as the situation of the industry and its competing corporations, it puts forward a scientific and reasonable plan to solve the problem of outlet distribution that faces CMST. The plan is economical and easy to carry out.
