Ever since we adopted reform and open policy 20 years before , especially in recent years, with the encouragement of the non- state ownership economy , the private economy of our country grows up rapidly, which has presented the tendency of fast development. The private investment has already become an important part of our country "s economy in fixed assets investment and promotion factor .System innovation guarantees the non-governmental investment. Accelerateing the system innovation of non-governmental investment, makes sence not only on promoting the private investment to increase rapidly , promoting national economy to develop continuing, fast and healthy , but also on building the strategic objectives of well-off society in an all-round way.This articale first defines the system innovation of non-governmental investment, and then analyse the non-governmental current situation , existing problems and causes in depth.
