Innovation is the important way to pursue success for enterprise, and it has become a critical issue for research. As enterprise makes a strategic decision on R&D project, there are certain diversities on innovation source and innovativeness. In other words, how does an enterprise make innovation strategy by R&D project in real business environment? What kinds of factors do affect decision-making by R&D project? We found that there are only a few researches on the issue.According to preceding reasons, this research is to explore the influencing factors of innovation strategy based on descriptive approach. We follow the research paradigm of "Resource-Strategy", and build a structure integrated internal resources and innovation strategy. In internal part, the RBV concept is used to assess this section, and the technology capability and complementary resource are utilized to evaluate the resources bases. The sample of this research has 112 companies of Information and Electronics Industry, and the collecting data is used to analyze the relationships between resource base and innovation strategy.After a series of analysis, we generalize some important conclusions as follows:1. Technology capability has a significant positive effect on innovation resource by R&D project. Higher technology capability of project tends to adopt internal innovation, and lower technology capability of project tends to adopt external innovation.2. Technology capability has a significant positive effect on innovativeness byR&D project. Higher technology capability of project tends to adopt high innovativeness, and lower technology capability of project tends to adopt low innovativeness.3. Complementary resource has a significant positive effect on innovativenessby R&D project. Higher complementary resource of project tends to adopt high innovativeness, and lower complementary resource of project tends to adopt low innovativeness.In addition, the research proposes several possible reasons and influencing factors on the hypothesis, which is not supported, or incomplete supported. It it also expected to be as a reference material in the related field of the innovation strategy.
