| The Chinese Communist Party is dedicating to strengthen the democracy and putting forward the plan to go to great lengths to solve the new problems of ruling ability. It is the most efficient and effective way to give full play to the Party's power organizations and supervision organizations so as to improve the Party's ruling ability.Till now, the Party Representatives Meeting has brought into play its function because there are defaults in the running way of the Party Representatives Meeting. These problems can be solved when the Standing Party Representatives Meeting System is put into practice.At present, the experiment of the Standing Party Representatives Meeting System has been carried out in some primary organizations the of Chinese Communist Party and has achieved a lot. But because of the insufficient theoretical preparation, the experiment is limited by the concepts and the present system, and can't be put forward. Although Marxist Classical writers have formed some familiar ideas, the concrete system and policy are not perfect and the theoretical circle hasn't carried out a systematic research on the question. The thesis take the viewpoints of Marxist Classical writers as standpoint and refer to the theoretical research achievements. From the achievements of the experimental organizations and the present problems, the thesis analyzes the feasibility and function of the Standing Party Representatives Meeting System, exploits the rebuilding of the Party's power system and put forward some proposals on how to perfect some related systems.This thesis will provide theoretical guidance to the experimental work of some experimental organizations, the Standing Party Representatives Meeting System is an efficient way to deepen the understanding of the Communist Party's ruling laws, to improve the Party's leading level and ruling power, to make sure our Party will never be defeated, which will have a profound influence on the development of the Communist Party. |
