Research On The Construction Of Inner-Party Law Of The Communist Party Of China Since 18th Party Congress

The leadership of the Communist Party of China(hereinafter referred to as Party)is the most essential characteristic of socialism with Chinese characteristics.Since the Party 18 th National Congress,the Party Central Committee has attached great importance to the institutional development,sparing no effort to take major measures to promote the process of internal Party regulations.In addition,when the Plenary Sessions of the Central Committee makes it possible for internal Party regulations to be incorporated into the legal system and socialist institutional system with Chinese characteristics,the political status of internal Party regulations is continuous l y improved.As an important part of modernizing the national governance system and capabilities,the construction of internal Party regulations is of great significance to advance an al-out effort to enforce strict discipline and Party governing capacity development.Based on the dialectical method of the integration of history and logic and remarkable achievements in the construction of internal Party regulations over the past eight years,this thesis comprehensively uses research methods of interdisciplinary and system theory,from the theory and reality,static and dynamic,macro and micro combined perspectives,to analyze and summarize the significant characteristics of internal Party regulations during this period and clarify its progressive constructio n logic and problem-oriented practice tendencies from macro to micro,finally putting forward the key and fundamentals of the construction of internal Party regulations.Since the 18 th National Congress,based on practice and problems,Party has continuously explored the rules of institutional Party governance in a new historica l position.On the basis of the establishment of internal Party regulations,Party has insisted on the combination of key breakthroughs and comprehensive advancement,formulating a large number of effective internal Party regulations.Institutio na l development is a systematic,long-term,and holistic task that cannot be accomplis hed overnight.Since the 18 th National Congress,under the Party strong leadership,the development of internal Party regulations has followed the path from the macro to the micro level.Starting from the top-level design,Party has established the guiding ideology,key tasks and basic requirements for the construction of internal Party regulations which provides overall compliance;it has focused on the construction of internal Party regulations,built the overall framework of the regulations and clarified the relationship between the Party's internal and external system,through improving the basic and backbone laws and regulations in various fields,strengthening the interaction between Party regulations and national laws and guaranteeing system for institutional development;it has also continuously improved the quality of the implementation of internal Party regulations and mechanism for the advancement and retreat,enhancing the supervision of the implementation of internal Party regulatio ns,and establishing an evaluation system for internal Party regulations,which make useful explorations towards the scientific and effective nature of the construction of interna l Party regulations.Based on the analysis and induction of historical and constructio n process of internal Party regulations since the 18 th National Congress,this thesis proposes a conclusion that strengthening the centralized,unified leadership of the Party and the construction of the Party political culture is the key and fundamental overall inspiration for the development of internal Party regulations.On the basis of summarizing the construction and exploration of the internal Party regulations since the Party 18 th National Congress,this thesis summarizes three practical basic experiences: First,to adhere to the Party's centralized and unified leadership and give full play to ensure that Party always provides overall leadership and coordinates the efforts of all involved in system construction;Second,to adhere to the goal-oriented and problem-oriented with a definite object in view;Third,to adhere to adopt the key advancement and holistic approach.Finally,this thesis points out that despite the considerable development of the internal Party regulations,the establishment of a comprehensive internal Party regulations still has a long way to go,especial y being needed to strengthen the refinement and improvement of the implementation,the theoretical research and innovation,and the supply of the internal Party regulations.
