Special Administrative Region Of The National Agricultural Biotechnology Strategic Studies

The 21st-century will be a scientific and economic era defined by modern biological technology, and the agricultural biological technology will change the concepts of traditional agricultural policy, resources, industry and management completely. At present, some developed western countries have come into the elementary stage of the scientific research in the modern agricultural biological economy, technology exploit and harmonious development of industrialization. Furthermore, the perfecting systems of agricultural, scientific and industrial policies and so on are preparing enough motive force for its further development scientifically and rationally. The unbalance of biological technological development is gradually evident between different countries.We are in disadvantageous position in the world modern bio-technological competition: (1) we have not fully realized the developing rules of modern science. In the big scientific era, science and industry revolution both emphasize their characteristics on tackling key problems and industrializing together, and break paths of science research and industrialization on a large scale to improve their world competition accordingly. (2) We have not realized modern biology developing features. Modern biological agriculture is breaking down the barriers between traditional agriculture and industry by increasing agricultural industrial elements, multiplying investors and prolonging industrial chains and changing agricultural industrial patterns. Agricultural resources have been socializing. (3) We have not eliminated the subjective and objective reasons preventing modern agricultural technology and its industrialization from developing well. Mechanisms of policy and management in traditional agriculture regard only the little peasant households that don't have the same productive standard as agricultural economic carrier instead of agricultural scientific and industrial entities, then it restricts the investment ability of modern agriculture and the content of hi-tech and blocks the development of modern agro-techs and its industrialization. (4)We have no entities to organize and put modern biological researches and its industrializations into effect comprehensively and scientifically. The current managements can't satisfy the strategic requirements of modern bio-agricultural development in our country.So the special zone must be set up to fulfill modern agricultural biological economy in science research, technology originalities and industrialization comprehensively and strategically. The contents are as follows: it is a concentrating area (district) of production-science-technology unity of industrialized agriculture, regarding the national scientific research institutes as the main bodies, the special policies as the background, the research and production of products with hi-science, hi-tech, and hi-additional values as the principle, including micro-biological products, biological pesticides, marine agriculture, modern forestry, genetic agriculture and so on, and the natural scientific originalities concerning modern agriculture and utilization of newly biotechnological agriculture, completing the modern transformation of agricultural production practically, demonstratively and partially. It denies the traditional agro-technology, productive contents and its management form basically, and the ideological style tentatively, and it will be the modern bio-agro researching base on genomics, post-genomics and so on, namely gene valley.It plays a great role in perfecting the conditions of modern theoretical and technological originalities of biology, strengthening the characteristic study on science and technology, industrialization of our country, protection of genomic resources and environment and so forth, exploiting special intellectual property right and incubating modern bio-agricultural policy.
