As a government employee,civil servants are theintellectuals for public administration.At thesame time,they are the executives of laws and theplanning,organization and command of buildingsocialist modernization.So they are a significantintellectual resource of the nation.It is animportant part of the strategy of reinvigoratingChina through human resource development toenhance the construction of the contingent ofcivil servants.Only do we carefully study andfirmly implement the ideas of Deng Xiaoping onintellectual resources,we can build a contingentof qualified civil servants,and realize thereinvigoration of the nation.This paper consistsof four parts.The first chapter discusses the maincontents of the ideas of Deng Xiaoping onintellectual resources.The second chapteranalyzes the value orientation of Deng Xiaoping'sideas on intellectual resources and thesignificance of the construction of a contingentof civil servants.The third chapter analyzes theproblem in the construction of a contingent ofcivil servants.With the change of internationaland domestic situation,there will be a lot ofproblem when we are building the contingent ofcivil servants,such as that inselection,recruitment,training and assessment ofcivil servants.All these problems are toconstruction of the contingent of civil servantsto realize the system innovation directed by DengXiaoping's ideas on intellectual resources.
