Manufacturing is backbone industry of one state or region and reflects production competence of one state. In the last fifty years, Chinese manufacturing has become the foundation of economic development. As a member of WTO, China who has the largest market may be the focus of market competition worldwide, faces new test comes from competition worldwide and obtains the long-term survival and development in the new competition conditions. In a way quality shows the level of technology, production, management and culture in a country. Total quality management is an effective method to enhance the competitiveness of the manufacturing industry.In this paper, according to many literatures on quality management principals that claimed to be essential to achieving superior quality outcomes are generalized. These are: top management, empowerment or involving employees, customer satisfaction and so on. Customer satisfaction is the goal of quality management. Literatures on quality management suggest many different top leadership strategies and practices for empowering in quality-related decision making process. However, few empirical studies have been down to sufficiently document these relationships and to determine which of the many suggested strategies and practices are effective in bringing about the intended results.Secondly, this paper describes and analyzes manufacturing's quality management general situation and customer satisfaction's general situation. Analysis conclusion is that man is the key factor influences product quality, service quality, cost quality and so on. On customer satisfaction, difference appears manufacturing enterprises between China and developed country.Thirdly, this paper relates top management, empowering to customer satisfaction through job satisfaction and brings forward premise. This paper investigates manufacturing enterprises by questionnaire. The investigation data are systematically analyzed through the statistical tools. Because correlations between principles arestatistically significant, the relationships between principles are positive. The relationships show that top management and empowering contribute to customer satisfaction by job satisfaction.Lastly, according to analysis conclusion, this paper proposes several advices from top management and empowering respectively.
