| The inter-regional economic cooperation comes into being with the development of social economy. Because of the inequality of resource endowments, there are varied comparative advantages and differences in economic growth among different regions. This inequality, furthermore, causes the inter-regional division of labor. In order to better off all the regions, every effort should be made to conduct inter-regional economic cooperation by using respective comparative advantages and the aid of governmental coordination.Jiangsu Province, one of China's most powerful provinces in economy, can be divided into three separate economic regions, that is the Southern, the Northern, and the Central Region. Through the comparison of economic growth among the three regions, major economic criteria of the Central Region are found lower than the provincial average. Located on the side of Yangtze River, and endowed with better regional advantages, the Central Region is a bridge connecting the Southern Region and the Northern Region. Under the circumstances of New Economy, it is in urgent need for the Central Region to accept the economic penetration and expansion from the Southern Region, eventually, to inspire the economic boom of the Northern Region. How to minimize the differences in economy, living standard, and other aspects between the sides of Yangtze River? In this paper, the author puts forward that cross-Yangtze River cooperation is a reasonable and inevitable solution to this problem for Jiangsu Province.There are five parts in this paper.Part I IntroductionIn this part, the author points out the problem and generalizes the theories employed in this paper.Part II The Basis for Cross-Yangtze River CooperationThis part explains the conception, connotations, importance and functions of inter-regional cooperation.
