Cross-border cooperation refers to the regional cooperation conducted by neighboring countries in their border areas. Regional cooperation happens in three levels: regional, sub-regional, and cross-border. The lower the level, the easier the cooperation is. Cross-border cooperation, as the lowest level of the regional cooperation, is the basic and support of sub-regional cooperation and regional cooperation, while regional cooperation consists of sub-regional cooperation and cross-border cooperation. This paper introduces regionalism theory, sub-regional economic cooperation theory, and tries to develop a cross-border theory frame, in a hope of providing policy guide for cross-border cooperation practice.Tumen River, located in the border areas of China, Russia, and Democratic People's Republic of Korea (DPRK), is the connecting spot of the three countries, and moreover, the core of northeast region, bearing unique location advantage. The Tumen River cross-border economic cooperation can not only cast off the backwardness of the remote areas in China, Russia and DPRK, but also promote the deeper northeast economic cooperation, as well as northeast economic integration.Over the development of more than ten years, Tumen River cross-border economic cooperation has already obtained some achievements, yet many problems existed, such as developing model, coordinating system as well as capital, etc., which restrict the further development of the cross-border cooperation. This paper suggests that under the guide of cross-border cooperation theory, a Tumen River Cross-border Economic Cooperation Zoon should be established to change the current loose cooperative pattern, governments in different levels should fully develop their actions, and companies should be motivated. It is convinced that, with the joint efforts of all parties, Tumen River and the whole northeast region will realize common development and common prosperity.
