The Research Of Administration Coordination About Regional Cooperation Around Yangtze River Delta

The economic development of the world has demonstrated the integration of regional economics to be a great push power for economic development. Practices of China also prove that quick development should be driven by some core districts with active economy. Though the trend of domestic regional cooperation has been formed and further strengthened in recent years, various confrontations concerning laws and policies have also been produced for quite a number of differences among these regions exist in concepts, policies, structures, executive systems and some other aspects, which led to a complicated interest relationship. The most prominent problem lies in the fact that the zones of administrative division and the division of economic zones do not overlap with each other, which would cause serious regional protectionism and market separation, hinder free flow of commodities, capitals and some other production factors, and further cause obstacles for the realization of regional economic integration. Such a situation is also faced by the regional cooperation around Yangtze River Delta. The way to lessen these confrontations and provide the integration of regional economics with a powerful policy environment has become an urgent topic for discussing and resolving.Since it is unpractical to break the current administrative divisions, this thesis holds that administrative coordination among governments in one cooperating region should be the indispensable premise for reducing interest confrontations and realizing regional economic cooperation. From the perspective of administration, the cooperation mechanism created by the Regional Cooperation in Pearl River Delta and the Regional Cooperation in Bohai Sea Economic Rim have provided some experiences, such as the legal coordinated mechanism among local governments, administrative contract mechanism and the mechanism of communication and negotiation. Merit exists in these mechanisms, while some problems should not be ignored among them. The experiences in regional cooperation and administrative coordination of some other counties and international unites are also worthy for learning, especially the system of cooperation mechanism which is successfully implemented by the European Union. Regional cooperation around Yangtze River Delta not only shares some similarities with those cooperation regions mentioned above, but also has its uniqueness. Establishing regional cooperation around Yangtze River Delta should base the coordinated mechanism on the characteristics of this region, and at the same time, absorb some reasonable points selectively from other cooperation regions. Meanwhile, constructing regional cooperation around Yangtze River Delta should also take the periodic features into consideration, and adopt different administrative coordination mode in different phases. In terms of the current situation of regional cooperation around Yangtze River Delta, administration contract and communication mechanism should be perfected, and the administrative legal enforcement coordination should be strengthened by learning some successful experiences home and abroad, on the basis of former cooperation achievements in the core areas. Local authorities of legislation coordination is required to be erected up after the current mechanism being perfected, and a practical mechanism of legislation coordination is needed to be established with the assistance of successful measures made by EU.
