The New Era Of Rural Surplus Labor Policy Of The Historical Research,

The shifting of agriculture surplus labor force, from agriculture to non-agricultural industry and from rural areas to urban areas, is an inexorable trend of industrialization, modernization and urbanization. But the shifting is one long course, even may one difficult, painful course. Since the Third Plenary Session of the 11th Party Central Committee, CPC and the government of PRC, according to the shifting of agriculture surplus labor force and the development level of economics and society of our country, have made a series of principles and policies to promote the shifting rationally and orderly. On the basis of consulting and drawing lessons from the relative scientific findings, the author hopes to expand and deepen the research of the following problem. First, generally divides the stages of the shifting policies; Second, summarizes the successful experience of the shifting policies; Third, put forward the author's own opinion on the shifting policies. The full text is divided into two parts altogether. First part narrates the historical development course of the policies of the shifting of agriculture surplus labor force in Chinese new era, which can be divided into four stages: The first stage (1978- 1983 ) ,let go of the shifting on the spot progressively and restrained the shifting to strange land strictly; The second stage (1984- 1988), promoted the shifting on the spot in a more cost-effective manner and permitted the shifting to strange land ;The third stage (1989- 1997), encouraged the shifting on the spot , controlled the scale and speed of the shifting to strange land emphatically ;The fourth stage (1998- 2004 ), explored new possibilities, promoted the multi-channel shifting. The article mainly explains the background, content and implementing effect of each shifting policies. Second part summarizes the successful experiences of the shifting policies' development and gives some policy recommendations to the present shifting of agriculture surplus labor force. The successful experiences can be sum up in a point. That is to Handle affairs according to the objective law of socio-economic development and take the distinct Chinese characteristics way to shift agriculture surplus labor force . It can be interpreted concretely as the following: Pay close attention to the shifting of agriculture surplus labor force; Treat market as the leading role to promote the shifting ; Strengthen system reform and innovation ;Give full play to the enthusiasm of peasants; Through many kinds of channel to Shift agriculture surplus labor force progressively. At present the shifting of agriculture surplus labor force is still difficult. In order to promote the present shifting orderly and rationally at the present stage, our country should on one hand, open up more shifting channels, and control the scale and tempo of shifting properly on the other hand. Propose six suggestions for this reason: Excavate the employment potentiality inside agriculture thoroughly ; Adjust the industrial structure, try to develop small and medium-sized enterprises; Improve the land circulative system, foster key peasant households; Strengthen the training to agriculture surplus labor force; Accept cities and towns as the role of " cistern " for agriculture surplus labor force, and ensure the peasant worker's legitimate rights and interests; Adjust and control the scale and speed of the shifting properly.
