This article starts with the present condition of the public building design institute. The challenges and the problems of management in public building design process is analyzed in the article.Meanwhile,the significent of project management and design manager in public building design are also expounded in it . The management problems , such as organization structure and process control are made thorough research in accordance with the present condition of public building design by applying the theories of organization, management control, BPR, plan,encouragement, etc.Combine with the successful cases of China South-West Architectural Designing Institute,the author analyzes how to form an effective project organization, how to select a qualified design manager and how to build project team. The quality control mechanisms of public building design are explained in the article too. And the author analyzed the problems and solutions in project management of public building design process.
