With respect to the issues arising from the monitoring of project managers by Pudong Construction Market Administration Bureau (PCMAB), this paper discusses the feasibility of Project Manager Monitoring Information System development, and analyzes the monitoring model and process designed for project manager certification by PCMAB. The controlling function will be implemented by applying computer intelligence system to project awarding process, and integrating the general information and performance records of project managers into the information system.In the first part of this paper, an overview of the current situation has been made. Owing to the lack of qualified project managers, the construction firms tend to submit application for a same project manager to different projects and bids at the same time in order to satisfy the qualification requirement. The great number of construction projects in Pudong and the participation of so many non-Pudong construction firms make it rather difficult for administration officers to ensure the compliance with the rule of "one project, one project manager". Besides, the performance records and other related information is not easy to be searched from numerous documents. It takes quite a long time and many efforts for the regulatory body to find out the records and make on-site check. Therefore, it is extremely necessary and crucial to set up a LAN-based information system to provide a platform for various departments to monitor project managers simultaneously.After the project feasibility analysis, the paper goes forward to make customer requirement analysis and system analysis. The system is divided into different functional modules from the perspective of various functional departments and processes of administration. Meanwhile, control flow analysis and data flow analysis are made based on different processes and monitoring models involved in different ways of bidding.In the chapter of system design, the author goes through the subsystem design, network structure design, system security design and database design according to software engineering principles.In the part of system implementation, the author introduces the functions of various monitoring modules and interfaces.As a part of the management system in PCMAB, Project Manager Monitoring Information System has already been taking its effect in real practice. Therefore, this paper discusses some corresponding tasks of this project in the last chapter.With the development of information technology, government bodies and enterprises in the 21st century should go beyond the limitation of their administration models in the past century and undertake a radical change in their ways of working. This paper realizes Computer Aided Management (CAM) and a certain degree of Computer Aided Decision-making (CAD) in major project manager monitoring processes (incl. application, bidding, bid awarding, daily administration, and etc.). Compared with the manual monitoring system in the past, the current system enjoys a lot of advantages, among them are improving data processing speed, avoiding manual mistake or deliberate embezzlement, and reducing workload. What's more, it enables regulated and standardized administration processes. On the other hand, however, project manager monitoring is so complicated and involves so many areas that it appears a big challenge to realize complete CAM and CAD in a short term. The paper raises some major issues and seeks to find the possible solution by making a preliminary study on the computer control model in a hope to get valuable comments from the experts and researchers in this area.
