Our country has already started the urbanization since 1990s.Entering the new country, accelerating the urbanization process has been classified as the national developing strategy in the programmatic documents made in the 16th National Congress of Communist Party Centre Committee .Under this background ,through the enterprises of development of real estate which take charge of the important task of the urbanization process need to face some uncertain factors and risks such as the periodic adjustment of macro-economy ,the periodic adjustment of economy ect,but overall a totally-new strategic period for development presents in frost of real estate enterprise. Yantai is a medium-sized city at present ,The municipal committee and government proposed to construct it as an outside city within 10 years .According to this project ,the urban district is made up of 8 teams ,and the Huangwu team,where the neighborhood committee lies in is one of the 8 teams.The Longzhong real estate co.Lted in Zhifu district is a newly-founded enterprise which belongs to Huangwu neighborhood committee with obvious starting-established characteristics in the system structure ,developing experience ,human resource and development strategy ect, This paper attempts to carry on the analysis and research on the first-phase prosperous dragon's garden project of the home that develops in the blocks of the company ,points out its successful place and insufficient points and then designs a set of goal-clear ,tactics-practical and easy-operating strategy so as to make it large and powerful and become effective strength of urbanization process of Yantai.
