The APEC Leaders Informal Summit Meeting ended recently in Shanghai on which the innovative cooperation of human resource exploitation and management is regarded as one of important propositions. This proposition took this kind of cooperation on an importance position. In accordance with it, the dissertation is fit the demand of the temporary. A great deal of latest materials about the human resource management and the development of High-and-Newly-Technology enterprises are cited as proof.On the fundamental of the explanation of key concepts, the dissertation discussed the imminent importance of the innovation of human resource management in the High-and-Newly-Technology enterprises. As follow, discussed the innovative managing ways of human resource in different aspects. The third chapter induced the central ideal of the creation of human resource management in High-and-Newly-Technology enterprises. The central ideal just can be called the humanism enterprise culture. In the end, some involved examples are discussed in according to the theory.
