This paper tries to study and analyze the literatures and data that have been collected at hand according to the concrete circumstances of Xi' an City. Combining the author' s investigations and practices in the foreign capital department of city hall, this paper is going to utilize the quantitative and qualitative analyses to further develop the FDI for the purpose of promoting the economy to its fullest. The author also hopes to act the role of 'to order to take' through the research on applying FDI to Xi'an City, then expand to the other areas of western regions, investigate the western region on how to utilize FDI to further promote the economic development in native area, which makes this research on FDI nearer to us and be of realistic significance. ?The paper begins with the reviews of the basic theories and the latest development trend of FDI, and then defines the concrete meanings of FDI and the basic ways for using FDI, which could support as a good theory basis for the researches of the paper. After that, the paper analyzes the exterior environment and internal conditions of Xi' an City on utilizing FDI, and investigates the problems of Xi' an City utilizing FDI from the perspective of the domestic and international economy environment and comparative advantages of making use of the FDI of Xi' an City. Then the author adoptscharts and model analytic methods to analyze every developing stage and characters and the positive effect in developing Xian' s economy by using FDI. Immediately after that, the author tries to find the basic problems which act as a hinder of Xi' an City' s using FDI through analyses and comparison and discover the cause of these problems, and this would further clarify the researchable issue of the thesis of the paper. At last, on the foundation of summarizing the whole paper, setting out highly from the present stage of Xi' an City on the total strategy target of using FDI, according to the latest domestic and international economic situations, the author puts forward with some suggestions from the four aspects of improving investment surroundings, performing new investment styles, reconstructing state enterprises by foreign capital merger and acquisition and exerting Xian' s developing zone as the leading role on utilizing FDI, all of which would effectively improve the level and quality of FDI in Xi' an.
