With the rapid development of Chinese market economy, it has been the new channel of accommodating fund from the stock market. Chinese enterprises current can go public with a lot of choices of the security exchanges in the world. Then which stock market they choose to enter is the strategic key point for those enterprises. The Tightness of their choices directly decides the result of their going public, and furthermore decides the future development of the enterprise. According to the author, the selection of security exchange should be decided by the corporation itself, in the meanwhile, the decision itself should be a complex and scientific deciding process. The thesis studies and testifies the place where the corporation should select for going public through the approaches of system engineering- multiple objective decisions on the basis of quantitative data and material the author collected. The author innovatively make the selection of security exchange quantification and formulation, which can provide effective reference to make scientific decisions for those enterprises intending to go public.The thesis has as the subject to do the research. In his study, the author divides the strategy into three steps by means of Alignment at Different Levels. First, The directive strategy is made to select overseas security exchanges for X Steel Corporation to go public through strategic factors analysis. Those factors are concluded against the study of its development strategy and the relationship with its going public. For the second step, some overseas security exchanges with high risks are excluded on the possibility of going publicsuccessfully. Thirdly, some common influencing variables are analyzed and get the best decision through the quantitative study out of Analytical Hierarchy Process.
