In the modern market economy, capital market has been the main space of investment and money-raising, in some degree it has been the deputy name of society fortune. The strategy of developing west-china, which was put forward by the center government in the last years of the 20th century, provides the historical opportunities for promoting the economic harmony in the whole nation, shorting the gap between the east and the west, enlarging the internal demands and achieving the target of common rich.The development of western economy are lack of the impulse of capital, thus capital has been scarce resource. The strategy of Opening the west is put forward in the context of socialist market economy. It is Chinese government who proposed the proposal and the government is duty-bound to invest large amount of precursory capital. However, government is incapable of providing most of capital needed. The source of capital mainly relies on the capital market. The capital market is the total amount of medium and long term fund dealing. As the hinge of the market system, the capital market takes active part in fund-raising, resource-allocating, economic structure-changing. Making itself the main strength in pushing the modern market goes ahead efficiently.This paper gives a general, description of the current development of western capital market and reflects the important relationship between western capital market and western economic development direct from the reality, presents some solutions and suggestions correspondingly. The West refers to the 12 provinces(municipality/regions) including Guangxi, Inner Mongolia, Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Xinjiang,Ningxia, Shanxi, Qinghai, Gansu.There are mainly three methods in the paper: (1) the verified analysis: telling the importance of capital market to district economy development by collecting and analyzing a lot of data; (2) comparison and analysis method: comparing both in time and space, pointing out the gap between western capital market and eastern capital market, grasping the trend of western capital market development; (3) systemic analysis method: regarding the western capital market as an organic whole composed by a lot of branch system, analyzing the development of those parties.The innovation of this paper lies in: during the course of West Exploration, viewing the western capital market in a strategically way; analyzing the certainty of the capital market development in the follow two aspect: feasibility and necessity; according to the present circumstance and problems, putting forward suggestions to make western capital market more developed and improved.
