Suntime Group's Financial Management System To Build

Building industry is one of the pillar industries in our national economy construction. It is the basic guide industry that relevant industries depend on to develop. The building enterprise has the characteristics of multi-spots, expanding area, long working time and frequent mobility. So the degree of difficulty is relatively great in management, especially for enterprise groups. As far as the aspect of financial management is concerned, the main problem existing in the groups is over decentralization due to the limitation of its area and the need to arouse work enthusiasm of subsidiary companies and project departments. Now it is an urgent problem and needs be solved in many building enterprise groups to establish an effective financial management system and intensify its functions in the groups. This paper focuses on Xintian Enterprise Group, based on the study of its financial management system, and attempts to set up a new financial management system in order to bring about an advance in new day the group. The author hopes that the research will offer some suggestion to the financial management of enterprise groups which resemble to Xintian theoretically and practically. There are four parts in this paper: The first part is the introduction of the basic situation of the group, the current situations of institutional framework and its current financial management system. The second part analyses the main problems and original causes of formation in Xintian′s current financial management system. The third part is the key chapter of this thesis. Here, the author introduces three kinds of basic financial management system modes of enterprise group and its accommodation at first; Then makes a concrete analysis of the factors which should be considered in Xintian's financial management system mode selection, such factors as scale, management culture of institutional framework, development strategy, developing stage, etc. And the paper combining with the actual conditions analysis of Xintian Enterprise Group, draws the conclusion that the practical choice of Xintian Enterprise Group is to establish a financial management system that structures prerequisite of regarding financial budget, concentrates on capital and cost management with comparative centralization; try to design concretely the financial management system of the group finally. The fourth part talks about the premise, supplementary measures and questions that should be paid attention to, which are very important to carry out effectively the new-type financial management system of Xintian Enterprise Group. The important contribution of this paper lies in aiming at the question of Xintian's current financial management system, considering synthetically Xintian's characteristics and the concrete factors of mode selection, trying to build up the group a practical financial management system,solving the problems that Xiantian's current financial management system has now, promoting reasonable disposition and optimization grouping of key elements, group of resource, strengthening the full play of whole advantages and comprehensive function of the group. And at the same time using the analysis of theory and typical case, problems analysis and counter-measures study,the suggestions put forward in this paper will have practical significance for the financial management in the state owned enterprise groups, especially in the state owned building industry enterprise groups.
