Great concern has been attached to public utilities, which are inextricably related to the development of market economy and the people's economic life. The unique operating mechanism and the peculiar governmental supervision pattern have endowed public utilities with distinct feature in both reform and development compared to other competitive enterprises. In modern market economy, economic behaviors of both individual subject in micro sense and government in macro sense are due to be restricted by laws and regulations. The basic laws such as civil code and contract law do not constitute a dominant role in public utilities, which demand some specially corresponding law. Whereas, at present, our country's law system regulating public utilities remains to be further improved.The public utilities in our country are currently experiencing radical transformation and evolution. The systemic establishment of correspond laws and regulations regarding public utilities are dependent on the theoretical support from the jurisprudence research community , and , to our disappointment, correlative academic fruits (domestic or aboard) proved to be deficient.Considering the deficiency stated above, this paper tends to discuss how to establish and improve the law system reforming & regulatingpublic utilities. In the sense of methodology, referring and absorbing theacademic fruits (domestic or aboard) regarding the issue of public utilities, this paper aims to preliminarily explore how to design and construct the law system reforming & regulating public utilities under the guideline of basic jurisprudence theories especially in the fields of economic law and administrative law.
