This thesis analyzes the electricity industry reform。 Essentially it is part of economy reform。 We have finished the structural separation and have introduced competition in the production sector。 While the grind and allocation sector are recognized as natural monopoly。 As a result ,we have to regulate them。 We should set a seasonable and effective access price and provide enough funds to incentive them to expand the grind network。 We analyze the optimal access price in the asymmetric information by means of modern incentive theory。 We use the same method to analyze the grid expansion and compare the efficiency between regulation method and market method。 We conclude that market method is more efficient。 This conclusion can provide us positive proof of the introduction of competition。We also analyze the potential risks in the reform。 These include price distortion。 investment non-efficiency, cooperation difficulty and foreign discharge and so on。 We build a dynamic optimal model and conclude the optimal reform speed and optimal reform path and prove the necessity of gradualism reform。...
