Making use of the SOLOW, B. M method of residual neutral technology progress, which is generally used in the world, this paper calculated the contribution of technology progresses in Beijing area during the Ninth Five-year Plan and the latest three years. But the contribution of technology progresses is just a residue except for that of capital and labor, hence it always exaggerates the function of technology progresses. In order to directly reflect the contribution of technology progresses over promoting economy development, I established a multiple linear regression model with related macroeconomic index with the coefficient reflecting the direct contribution of technology progresses over economy development. In order to avoid false correlation produced by the unsteady economic index, I did a Unit Root Testing and Cointegration, and established a Long-term Equation and Error Correction Model.From the above analysis, we can see that technology is becoming more and more important in promoting economy growth. As the base of science and technique research, Beijing should analyze the current problems it faces and adopt valid measures. On one hand, it should accelerate the conversion of technology products; create a new surrounding for technology innovation and strengthen the technology creativity;promote the efficient combination of economy and technology. On the other hand, Beijing should make use of its advantage in technology professionals and information to further strengthen its technology advantage, exploit the enormous potential of technology and prop up the economic growth with rapid technology progress. Meanwhile Beijing should promote the holistic strength and independent innovation ability of science and technology, break up bottleneck of resources and environment, step on the road of technology predominant industrialization.
