How to handle the relationship between economy and environment become one of the crucial problems in the world. The balanced development of economy and environment is the core of sustainable development and demand of improving the quality of economy in China. To make the scientific management measures is one of the basic approachs to achieve the balanced development.After analyzing the connotation of "Ec-Ev" System management facing coordination, a conclusion is drawed that it has the commonness of macro-management, but from standpoint of sustainable development it has some differences in the management purpose and field. According to the dynamic character of management, a concept model facing coordination is described using multiple operator f, coordinate system c and evaluating criterion g. Then a management model of regional "Ec-Ev" system facing coordination is discussed.In the management model, the development relationship between economy and environment based on relative theories of economy and environment and environmental Kuznets curve is analyzed. From the view of system science, an evaluation index system of balanced development based on system function and efficiency is proposed.The index coefficients are set according to AHP and the evaluation index is calculated using the method of summing up the index coefficients. The concepts of absolute coordination degree and relative coordination degree are proposed and are used in the evaluation of "Ec-Ev" system. According to the character of "Ec-Ev" system, a combined prediction model of GM(1,1) and multiple linear regression is used in the system prediction. The grey relating degree method is applied to pick up the crucial system factors which are used as the system control variables.Moreover Xi'an city is taken as a case study. The industry, the third industry and the infrastrutrue of the economy system and the water quality, atmosphere quality of the environment system are analyzed. The development status of Xi'an "Ec-Ev" system is evaluated and the relativity of the environmental destruction and economy growth is analyzed. The result shows that Xi'an is in the status that its coordination degree is increasing but the environment development is behind the economy, and in the development process of economy, the environment quality may fluctuate. The prediction result of the main factors of Xi'an "Ec-Ev" system show that if the external circumstances do not change much, the development trend of Xi'an economy will keep flourishing and as to the environment system the consumption of energy sources will increase but the industrial pollution will maintain steady.
