High and new technology industrial development zone is a window of technology, management, knowledge and the foreign policy. It is the very front area of reforming development in our country. It is quite true that rising and declining of the Development Company may directly affect the developing situation in this area.The macroscopic economic reform is undertaking since 2004. As an enterprise — Changzhou High and New Technology Industrial Development Zone General Development INC. (Holdings) is doing its best to make itself more challenging in the way of its management area, so it may keep the competing advantage in the fast-changing marketing atmosphere. The foundation of an all-round strategic personnel system can help the company to face the reforming and welcoming the future and further improve prosper developing zone. Only a natural combination of developing strategy, forming and designing and the managing and developing of personnel resource can play a systematic function, so as to make a fine base to the long-term development of the future company. After studying this case for six months we established the new system of salary and well-fare, of grade managing, of recruiting and training through the internal and external interview, making a diagnosis to the present personnel situation, and coming up with the solutions and thoughts to the problems, through imbuing of the reforming thoughts to the company, and adjusting the organizing structure and then to analyze and value works we done.Good personnel resource management system can surely help realize the strategy goal of a company, and attracting and keeping the needed talents and encouraging the workers in the company.
