Government Performance Management

This paper explores the western Government's performance management theory thoroughly, which set about from improving our government's performance, not only systematically analyse the present conditions and existent problem of it, but also the obstacle to put it into effect. The theory dissert and rethink rationly on the feasibility of implementing the government's performance management, considering our country have many advantages to practise, too.To carry out the composition and operation is to integrate the basic conceptions, opinions of performance management, and government service, which set the " performance " as a main line, and personal matters system as incision, bringing about the dynamic managemnt of government work performance, and by fulfilling the performance result in every aspects of functionary, which made the government's performance management system to form a "ecological circulation" set-up of supplementary, supportable and restrictive. The composition and operation of government performance system depends on the definition of performance, states of current system and quality. Before composing and operating the government system, it's important to formulate the whole thinking. By understanding the value orientation deeply, we can design the operation course of our government's performance management and propose the concrete tactics and methods of practicing our government performance management. Finally, this paper makes perspective prediction on the development of government's performance management.
