The Social Ecological Environment Sight Of Local Government Performance Management Problem Under Study

As the Governments Management developing constantly, the research of the Performance Management is going deeper and deeper. Lots of experts and scholars have analyzed and dissected Performance Management and also pointed out some methods of it for governments during recently years. There are many issues of Performance Management in the empirical aspect, although it has gained some achievements in theoretical aspect. Because of the divergences in theoretical side, so that there is not an adaptable and better Performance Management mode for China’s actual conditions. Nowadays, the Government Performance Management in China is mainly adopting the Evaluation Management, which is analyzing the data and conditions through a series of system, to obtain the real level of Government Performance Management. That means, under this mode, system assessment and index is the major methods of the Government Performance Management. However, the research of Government Performance Management seems not mature enough from the actual situation:a lot of the theories do not match with the real situation. That might because the scholars put more attentions on the feasibility research, without understanding the background and circumstance of the Government Performance Management very well, which means there is a big gap between the theory and current state of the Government Performance Management.This essay researched three sides of social environment vision:economic ecological environment, political ecological environment and culture ecological environment, analyzing the essential factors which could influence the Government Performance Management and how to restrict its effectiveness. Also, this essay has proposed some feasible suggestions and methods.At the meantime, it could be better to discovery the shortage and the issues of Chinese Local Government Performance Management from the angle of social environment vision, seeking the approaches and ways to solve the issues and problems, it is also one of the most significant matters which should be figured out in Chinese political system reformation.
