Study On The Value Orientation Changes Of The Government Performance Evaluation In China

This dissertation focuses on the value orientation remodeling of Government Performance Evaluation in the context of China economic development mode shift. Under the competitive environment presently, government performance evaluation has become not only an important means to measure the ability of the government, but also one of the innovative management style, and an important guarantee to improve the credibility of the government and executive power. Government Performance Evaluation value orientation is a basic problem we must first solve which determines the direction of the Government Performance Evaluation. At present, China Government Performance Evaluation makes steady progress in various aspects:establishing the awareness of the importance of government performance evaluation; placing the institutional construction of government performance evaluation on agenda; revealing the importance of e-governance system as the carrier for government performance evaluation. However, the problems of government performance evaluation value orientation distortions still very common in the current practice of government performance evaluation for the impact of structural adjustment and intensive mode of economic development. These problems seriously affected the effectiveness of government performance evaluation. To solve these problems, this dissertation analyzes government performance evaluation value orientation in the context of the changing process of China economic development mode shift since the reform and opening up. We proposed some policy recommendations to remodel the value orientation of the Government Performance Evaluation.This dissertation based on these basic conceptions:performance, government performance, government performance evaluation and the value orientation of government performance evaluation. We illustrated the basic structure of government performance, and explained the Government Performance from these theories such as management, public administration, political science and so on. We has draw the first main point of the dissertation:each discipline (management, public administration and political science) has different views about government performance evaluation, but gradually breaking down disciplinary barriers, to reach the technical efficiency, dispose efficiency, governance efficiency and institutional efficiency combine to achieve the integration of micro, meso and macro value of the value of diversity.The dissertation differentiates the connotation of the mode of economic growth from the mode of economic development. The economic development of China has undergone structural adjustment economic development and intensive economic development. China is on the way of innovating in economic development. Based on the theory of economic determines the superstructure, the basic principles of the social being determines social consciousness of Marxist dialectical materialism and historical materialism, We obtained the second main point:the value standards of government performance evaluation at different stages closely contact with the mode of economic development:government performance evaluation value orientation must coupled with economic development, economic development determined the value orientation of the government performance evaluation, government performance evaluation value orientation to lead the transformation of the mode of economic development; government performance evaluation standards in different stages of economic development generally has rationality and regularity; The Government Performance Evaluation value orientation of China must be changed and remodeled to adapt to the requirements of economic and social development.The dissertation reviews the different stages of economic development in China since the reform and opening up, which company with government function transformation process. And further through the analysis of government performance evaluation index system of J Province, F City of J Province, N County of J Province in different stages of economic development, we draws the third main point:the type of structural adjustment, intensive, innovation-based economy stage of development have different value orientation of government performance evaluation:The structural adjustment stage of economic development is mainly focused on the economic value, the value of the bureaucracy and the value and efficiency. The intensive stage of economic development Concerned about the effectiveness, fairness and the value human beings. The innovating stage of economic development requires based on the value of services and the value of scientific development. Reflect on the review of the structural adjustment stage of economic development and intensive stage of economic development too much attention to the efficiency value and service value relative indifference.Economic determines the superstructure and social existence determines the basic principles of social consciousness, the mode of economic development in China is in the process of transition. And combined with the twisted reality of government performance evaluation value orientation, we constitutes the fourth main points:an innovative way of economic development requires economic rationality changing to the political rationality, focusing on the value and the value of scientific development, so, the value orientation in government performance evaluation must implement macro, meso and micro organic combination. Macro focuses on fairness, justice and people-oriented. Meso focuses on the concept of the citizen first and service-oriented. Micro focuses on good governance and efficiency-oriented. And also using of macro, micro and the interpretation of the overall prominent local mutual intermediation variety of assessment methods to effectively promote the remodeling of the government performance evaluation value orientation. Through building the core values of social transformation of government functions, strengthening the administrative body education, improving the legal system for government performance evaluation value orientation remodeling to provide strong traction, driving force, boost power and security force.
