Minimum Living Standard For Urban Residents

Our government enforces a minimum life guarantee system on impoverished city-dwellers. During the enforcement of this system there exist some problems, such as excursively low standards of guarantee caused by the pure consideration of economic factors, difficulties in the effective guarantee of the basic demand for existence of impoverished city-dwellers, and influences on the effect of enforcing this system on those people. Proceeding from analyzing the straitened living conditions in our cities, this paper makes a deep analysis of the cause and features of the formation of impoverished urban population as well as its influence upon social and economic development, which proposes deep cause of establishing urban minimum life guarantee system, significance of the reasonable establishment of minimum life guarantee standards and principles of establishing them. Aimed at some problems now existed in them, it also suggests some proposals. Here this paper focuses on the study of the factors influencing the establishment of urban minimum life guarantee standards and highlights that these standards are determined by the integration of many factors. To be specific, maintaining social stability is the starting point of establishing these standards which should have the capacity to maintain the basic existence of impoverished population, and guarantee of people's right of existence is a law factor. Directly based on the price of basic life necessities, their establishment should proceed from various local realities with enough consideration of financial conditions of revenue and expenditure. It is necessary to make the impoverished have the equal rights of enjoying modern civilization and social progress which determining these standards.
