A Discussion On Identification Of Minimum Life Guarantee Objects

Poverty，with which the present world is confronted, is the most serious social problem,every country tries its best to resolve this global dilemma. As one of Chinese basic policies onpeople’s livelihood, the minimum life guarantee policy, which ensures the basic survival ofinadequately fed and clothed people through fiscal funds and supporting policies from bothcentral and local government, maintains social stability and promotes economic development.As to the policy of the minimum life guarantee,the accurate identification of objects is themain point to formulate the system, the difficult point to implement the system, and the keypoint to play the system’s role.In this article, there is a first targeted research on the minimum life guarantee policy thathave been implemented in Luzhou for15years. Based on documentary investigation,statistical analysis of227,000objects’ information,1000sample surveys of the objects and273government servants in county or town government,the author did her best to find out thecurrent situation and problems of the objects’ identification, in addition, the reason for theseproblems, then a better targeted scheme have been put forward. Investigation and analysisshowed that the identification of people who lived below the lowest living standard is wellcarried out, though there are still some questions, such as wrong identification,low efficiency,administrative methods used by government, access to welfare, etc. These questions areresulted from both system and person. For example, restrictions for household’s registration,flaws of the standard for family income and assets, loophole of examination andapproval,applicants’ intentional cheating. By documentary investigation, we know there aremuch useful practice and exploration, that have been used in developed areas at home andabroad, of legitimate definition and specificational administration. Such as institutionalemplacement and team building are more professional, identificational standard for objects ismore comprehensive and detailed, operational process is more accurate and efficient, theseadvanced experiences can be used to improve the policy on minimum life guarantee inLuzhou.The author put forward10suggestions on standards’ optimization for the lowestincome families and long term or short term development of procedures.
