The minimum subsistence guarantee system is a social assistance system that has been created to alleviate urban poverty in the context of the transformation of the Chinese economic system from a planned economy to a market economy.Since the implementation of the subsistence allowance system,the implementation standard of the urban and rural subsistence allowance system has always been"different in urban and rural areas",that is,there is a difference in the subsistence allowance standard for urban residents and rural residents.The rural subsistence allowance system was established after the implementation of the urban subsistence allowance system on a large scale and achieved certain results.In 2013,the Third Plenary Session of the 18th National Party Congress clearly put forward the strategy of"promoting the coordinated development of urban and rural minimum living security system",In the process of such development and reform,parts of China have gradually begun to adjust the standard of minimum guarantees to achieve the integration of urban and rural low-income standards.Cities such as Shanghai and Beijing achieved integration of urban and rural dibao standards in 2015.At the same time,other domestic provinces and cities are constantly exploring the integration of urban and rural low-income standards.It can thus be seen that under the backdrop of coordinating the coordinated development of urban and rural areas and building a well-off society in an all-round way,the integration of urban and rural low-income insurance is the general trend.The western region is a densely populated area of poverty in China.The degree of poverty is relatively serious and there are large differences between urban and rural areas.The implementation standards for urban and rural subsistence allowances in the region have been different for many years.Therefore,it is necessary to conduct a comprehensive analysis of the implementation status,effects,and differences of urban and rural subsistence allowance policies.This will provide the basis for the implementation of the integrated reform of urban and rural low security in the western region.This paper first uses the macro data published by the National Bureau of Statistics and the Ministry of Civil Affairs to analyze the status quo of economic development in the western region and the status quo of the low-security policy development in the period of 2010-2016,and to use the coupling-coordination model for the development of the two systems of economic development and low-security policies.Develop relationships for research.Then,using the survey data of the Ministry of Civil Affairs in 2016,we conducted a differential analysis of the implementation effect of the urban and rural subsistence allowance policy in the western region.Through the cluster analysis of the 11 indicators of the minimum guarantee policies of the 12 western provinces and cities in 2016,and based on the clustering results,the differences in the implementation effect of the urban and rural subsistence allowance policies were analyzed.Selecting the basic characteristics of the low-income households,the minimum guarantee level,the awareness of the low-guarantee policy,and the degree of low-guaranteed policy satisfaction,the logistic regression model and the association rule model were used to analyze the effect of urban-rural subsistence allowances for different types of provinces and cities.Finally,according to the conclusions,we should vigorously develop the western region's economy,improve the western region's policy of subsistence allowance protection,and make the western region's economic development and subsistence allowances policy development reach a benign state of coordinated development and other related recommendations.This article has implications for the development of urban-nural subsistence allowance policies in western China and the research on urban-rural integration of subsistence allowance policies.At the same time,through the analysis of the urban-rural disparity of the western subsistence allowance policy,we will analyze whether urban and rural dibao integration is a hot issue in the region.Provide relevant basis.
