Research Of Funds Effuciency Of Urban And Rural Minimum Life Guarantee System In Inner Mongolia Autonomous Regionbased On Dea

The minimum living security system is the core of the social relief system in China, the minimum living security fund is the material base of the minimum living security system, since its establishment in1997,the minimum living guarantee system’s development is very rapid, the size of funds increased continuously, guarantee the basic living standard of urban and rural poor people, play the effective relief effect. However, the process of running the urban minimum living security system, there are circumstances relief effect failed to give full play to the efficiency evaluation, low capital is relatively backward, evaluation of the efficiency of fund of minimum living guarantee of subsistence allowances system into a new, more important point.After the study of the course of development of the Inner Mongolia Autonomous Region urban and rural minimum living security system, one is the scale of minimum living security fund analysis, with10years2004-2013data based on capital, urban and rural number, number, number of aid are described and analyzed, the correlation of the indexes were analyzed by two;5years2008-2013data as the basis, the longitudinal analysis of the overall efficiency of the Inner Mongolia Autonomous Region urban and rural funds; three is the financial personnel calculation of the economic level of the clustering analysis of every city in the Inner Mongolia Autonomous Region, the twelve Union City is divided into three regions of different regions, urban and rural capital efficiency is evaluated and compared.On the basis of the above analysis, the empirical results of this paper, the Inner Mongolia Autonomous Region urban and rural minimum living relief funds efficiency and economic growth is not complete, there is a big difference between the Union City, unstable state capital efficiency in some areas, the more economically developed areas of the capital efficiency is not necessarily ahead of general economy area and backward area. All to improve the efficiency of backward areas by perfecting the guarantee mechanism, improve the management mechanism, standardize operation mechanism, the establishment of exit mechanism, strengthen all kinds of assistance system, strengthen the Union City use of funds and management methods of communication.
