| The evaluation of business performance is a key problem in any economic system. Evaluation system of performance which takes a guidance role is an important tool for the implementation of enterprise strategy in the development of enterprises. Making good use of this kind of guidance role is not only good to evaluate the business performance objectively and correctly, but also good to the long-term development of enterprises. Entering new century, under the push that China joins WTO, the paces of the SOE reform are accelerated further. Opening and strategic industrial structure adjustment become the thread of medium and long-term economic development of our country. In order to adapt to the changeable market environment, survive and develop in the fierce market competition, the SOE must make new strategic planning in time, and must reform the existed business performance evaluate system and set up a set of scientific strategic business performances evaluation system which is expectancy of business strategy of embodiment in conformity with enterprise's management environment to meet the need that the SOE sets up modern enterprise system and participates in the domestic and international market competition actively, improve the adaptability to changes of the business strategy, realize the goal of long-term management strategy of enterprises. The thesis will regard state-owned enterprise XX Bureau with status of a legal person as the research object, the analysis starting point and range fixing on the enterprise's microcosmic organize, based on the relevant theories knowledge of strategic management, management, manage accounting, etc. and the actual state and the existing problems of the business performance evaluation system of XX Bureau, use the strategic management thoughts of enterprises to analyze the change of enterprise's management environment, the defect of the traditional financial evaluation index system, the considered factors, quality characteristic and principle of setting up of the index system, use the advanced method of system appraising and analyze, on the basis of evaluation index system frame of industrial enterprise which the related departments and combining the actual conditions of XX Bureau, design a set of overall and scientific strategic business performance evaluation index systems with the financial and non-financial indexes. The thinking in this thesis is to proceed with industry environmental at first, combine the micro situation of XX Bureau, introduce the proposition and meaning of the question, appraise the current situation studied in business performance of business strategy, thinking and content studied; Then, introduce enterprise's achievement and appraise the relevant theoretical foundations studied briefly, theory frame put forward the business performance of business strategy and appraised ; And has made an introduction and analyzed to the existing relevant research development both at home and abroad ; Then, after analyzing and appraising the system in long relevant situations and enterprise's current business performance of celebrating the office in detail, have put forward its existing problem and deficiency , and to existing problem and deficiency , combine the development strategic objectives of enterprises, design a set of strategic business performance evaluation index systems which accords with the demand for development of business strategy.
