Confronting a fierce competitiveness and a time of great change, a company has to gain its own core competitive strength against the others to survive. Human resources management is becoming one of the most important strategy functions of the enterprise management that is essentially the management of the people. Paying great attention and carrying on study on human resources is a key to foster the core competitive strength, which coincide closely with Peter Drucker's viewpoint'Enterprise there is only one real resource—human'. While performance management is paying a key role in modern enterprise's business activities, it's therefore important to achieve a breakthrough and substantial reform on performance management by scrutinizing it in a systematic way.Therefore, this essay is seeking to provide a solution to the issue of performance assessment, after a series of studies on some typical group of office staff who are assigned for general administrative jobs in the strategic business unit. The main conclusions are as follows:First, Performance evaluation is the key of Human Resource Management and this research conforms to the demands of a new age. It is of important theoretical and practical significance.Second, According to the practical condition of Z, this thesis analyzed the problems and reasons about performance evaluation. Based on the theories of performance evaluation, it reconstructed evaluation index system and got a good application.
