Political-administrative Dichotomy Administration

Separation of administration and politics is a major theory in administrative study. Some scholars believe that the traditional administrative study strictly applies with the basic theoretical framework based on this theory, but they also believe that the development of the administrative study in modern times has been separated from that framework. After a thorough research on the theory of separation of administration and politics and its position in western administrative study, the writer concludes that this theory is a basic framework in public administration field, and the later improved theory does not mean that there has been any other tones can reach it. At the same time, this paper studies the social and historical condition and its ideological origins of this theory, and finds the purpose of this theory is trying to overcome all the disadvantages of the interference to administrative field from political competition, and of carving up the political benefits by every winning party. Furthermore, this paper compares the origination of administrative structure between Chinese and western administration study, so that to prove that there is no similar logical premise in the research of Chinese and western administration. From this point, such two administrative studies cannot be compared in the same level. However, the writer proves that the key point of administrative emergence is the break-up of the social structure. Therefore, these two studies can assimilate useful factors from each other.According to the scholars' different views on the theory ofseparation of administration and politics in different research periods, the writer divides the western administration into three periods: the periods of the theory advancement and the initial establishment stage of administration study, the period of re-thinking the theory of separation of administration and politics, and the period of conformity of administration and politics. Moreover, having studied the structure features of Chinese political parties and politics, the writer finds that Chinese administration study is experiencing a course of natural conformity of politics and administration. And then, the writer gets some new ideas about Chinese administration. First, China has satisfied the social and historical condition of administration studying, but such a study does not belong to the same field as that in western countries. The natural conformity of politics and administration in China is not a yoke for us to study administration. On the contrary, it tallies the recent tendency of the western administration study to some extends. However, there is a great gap between the natural conformity and positive choice by the western countries. Therefore, the study of administration in China should be related to Chinese natural condition, and use some valuable theories of recent western administration for reference.
