Administration ecosystem introduces ecological theory to public administration of government. It uses Interdisciplinary knowledge and relevant knowledge of system theory to research all sorts of factors, which could affect the management activities. Early in the study of public administration, more attention is paid to the study of the human, financial, material and many other elements in the administrative system. With the development of administrative practices and deepen awareness of public administration, the study of Administration gradually expands their research scope, using multi-disciplinary theoretical knowledge to analyze the public administration. Based on the administrative ecological theory, the history, culture and the ecological environment in Northwest area are reviewed. Special attention is paid on the impact of historical and cultural environment on the public administration in Northwest areas. Meanwhile, the horizontal comparisons of historical and cultural factors among the Northwest, Central and Eastern regions are conducted in this thesis. Through analysis and comparisons, the advantaged are learned. Combined with the region's characteristics, the ways of the Governmental response to culture change in northwest are explored. Finally, analyzing the role of government, local Government in Northwest areas should approach cultural changes, and should give some useful suggestions. The positive interactions between Public Administration and historical and cultural ecology of public administration are expected.
