Since the People Republic Of China was founded, especially after reform and opening up, its economy and society have scored rapid development. However, the development is imbalanced. The agricultural sector lags behind the industrial one, the pace of urbanization is far slower than that of industrialization, and the gap between urban areas and rural areas is being widened, far exceeding the internationally accepted warning line. This imbalance affects adversely the healthy function of the national economy and its sustainable development, and is detrimental to build up an overall modestly wealthy society and start a new situation of china. Fortunately, in the period of new history . the Party proposed the scientific view of development, and formulated the policy of integrating the development of urban and rural areas. It must co-ordinate the development of economy and society, deeply affect our socialistic modernization construction.As a theoretical exploration of this issue, this thesis purports to elaborates its theoretical basis, analyzes its state, and proposes principles and suggestions.This thesis falls into five parts:The first part is a brief introduction of the background and the object of this study.the second part defines the concept of integrating urban and rural development, makes a survey of the theoretical achievement made by others on this issue, and finally proposes the main index of integrating urban and rural development, it is a general theoretical analysis.the third part makes a positive analysis of the current state of development of urban and rural areas, according to the index, the imbalanced reason of them, points out the main factors that curb their developments, finally, assesses the feasibility of the project.the fourth part lays emphasis on the principles and measures to be adopted.the fifth part concludes the main arguments of this paper and points out its inadequacies.
