Research On The Existing Problems And Development Countermeasures In The Construction Of Rural Communities In Gangang Village, Dongtai City

Rural community is a new thing of rural roform,which is an important guarantee for construction of "beartiful country",an innovation mean of socialist countryside construction,an effective platform of national accurate proverty alleviation,an efficient method to realize rural urbanization,a best way to resolve the urban and rural difference,and an important part of harmonious socialist society contruction.The rural community contruction were analyzed taking Gangang village,Wulie town,Dongtai city,Jiangsu province as a case.The development of Gangang village based on the orientation of ecological homeland,rural tourism,and feature market.Following the plan,the farmer sporadic homes were demolished and they were resettled uniformly in the new site,which improved the living condtion and surrounding environment.The comprehensive community service center was built in the central residential area,which including village-level conflict mediation center,social security service center,health service station,wastewater treatment station,farmhouse library,and community activity center and so on,realizing the full coverage of farmers living and production.During the process of rural community construction,the land resources were integrated,land utilization were improved,and economical land demand was considered.In the community,the representative and particular culture scenic spots such as China Dongtai village historical meseum,orchard,workshop,and lawn park were contructed,the industrial-chains were extended by "Gangang rice" brand,which diversify and improve the farmers' income.However,there are some problems in rural communtity construction,including unreasonable plan,government promote the communtity construction forcely,large gap of relocation subsidy funds,neglect of individual needs in unified resettlement,lack of guarantee mechainism and specific community culture,weak community service and management,and insufficient driving force for villagers to participate in community construction.Based on those problems,we proposed some suggestions to forward the construction of rural communtity.Which including:(1)Rationally planning the community layout and standardizing the community managemnt system and meet individual needs at the same time.(2)Develop the village economy rapid and break away from subsidy dependence fundamentally.(3)Ensure the benefits of the masses and promote their enthusiasm.(4)Accelerate the formulate laws and regulations to ensure the orderly development of contruction.
