It is inevitable requirement to realize the transfer of labor from agriculture to non-agriculture for our country's industrialization and urbanization. Our country have established that transferring hundreds of millions surplus agricultural labor is one of important tasks of realizing Chinese industrialization and modernization, but the process of transfer is very not so easy because of peasant's lower quality and abilities except endurance, which is unfit for our industrial promotion and product's upgrade. Their lower skills and abilities weaken their competition with others in towns and cities It's hard to imagine the fair of result without the fair of the point of start. So it's crucial to improve their abilities and transform their ideas through human capital investment when transferring our rural surplus labor.This article studies the transfer of rural surplus labor from the perspective of human capital investment in rural area. There are five parts: first, the paper analyses the definition, characteristic of rural surplus labor and the present problem of transfer. Then, we put many factors of impeding the transfer, such as census register system, land flowing law . social security system and labor's lower abilities and so on and emphasis that lack of human capital investment and lower labor's abilities is the main reason. Third, we introduce the factor of human capital to Michael P. Todro's model and modify it, paying more attention to the effect on which human capital have in towns and cities. In this part, we also analyses the income effect of human capital investment. Fourth, we think just as other investments human capital investment also face risks and uncertainties and give advice of how to lower the risks and uncertainties through obtaining more information, diversify and insurance in order to get the max benefit. At last part, the article gives out some advice and suggestion about how to increase human capital investment to transfer our rural surplus labor further.
