Human beings are the main body during pubic administration, in which it contains the ethic aim and mode by itself. Administration and ethics as well as reality and value are the two sides of a coin that affect each other. As a moral emotion that could unite people, administrative royalty provides a condition for the practice of the ethic spirit. The clear comprehension of the concept, characteristic, destination on the administrative royalty and a comparison between the history of China and the west offers a stage for the forming of modern administrative ethic theory. Meanwhile, the characteristic " two-humped symmetry" that power contains and the "agentic shift" relationship that administrative power contains have the administrative main part to be royalty to the organization and public interest. In this way the value of administrator can only be achieved and this is just the necessity of administrative royalty. To make the theory into practice, we have to do research on its realization condition, way and method so that the theory can be exchanged and guide for the modern administration.
