This thesis is focusing on the protection of bank depositor during the reforming process of China's state-owned banks, analyzed the potential risks to deposits safety which caused by the bank reforms, figured out the controversial issues in China's deposit protection system, and proposed the constructive suggestions. Currently, the reform of top-4 state-owned bank is the hot topic in Chinese economy, and it's crucial to the further development of China's bank industry. But few people threw their lights on the problem of deposit safeties and depositor protections which caused by this bank reform.The top-4 state-owned banks are the giants in China's bank industry, monopolized the market resources. At present, as for their market status and operational conditions, nobody believes these state-owned banks will be bankrupted, and the bank deposits disappeared. This point of view is consistent with the conclusion of the thesis. But actually, China's state-owned banks are on the verge of danger, they would be bankrupted without the financial support of central government and the continuously increased bank deposit of Chinese people. Now, China's bank industry is instable, the local small-scale financial institutions are under crisis, the confidence of bank depositors is waving. The depositors are seeking for more protections and securities, and the bank deposit are concentrating in the state-owned banks. This is putting more and more pressure to central government to solve the bank deposit safety problems. So, during the process of state-owned bank reform, the protection of bank depositors should not be ignored. Although the governmental support to state-owned banks will not withdrew immediately after this reform, also we should build a systematic mechanism for deposit safety protection in the long run.This thesis is divided into four parts. The first part mainly introduced the importance of bank deposit in banking industry, and told us why we need to protect the interests of bank depositors. The second part introduced the history of China's bank reform, the deteriorating problem of deposit safety, and the measures and methods in the current bank reforms. The third part analyzed the controversial issues in the current bank reforms, and discussed the potential risks. The fourth part mainly discussed how to build Financial Safety Net (FNS) in China to bring more protections to China's bank depositors, and make a fundamental base for the further development of China's bank industry in the future.
